Theuncertainty(expressedata95%confidencelevel)oftheassessmentmethodswillbeevaluatedinaccordancewiththeprinciplesoftheCENGuidetotheExpressionofUncertaintyinMeasurement(ENV13005-1999),themethodol-ogyofISO5725:1994andtheguidanceprovidedintheCENreport‘AirQuality—ApproachtoUncertaintyEstima-tionforAmbientAirReferenceMeasurementMethods’(CR14377:2002E).Thepercentagesforuncertaintyintheabovetablearegivenforindividualmeasurementsaveragedovertheperiodconsideredbythelimitvalue(ortargetvalueinthecaseofozone),fora95%confidenceinterval.Theuncertaintyforthefixedmeasurementsshallbeinterpretedasbeingapplicableintheregionoftheappropriatelimitvalue(ortargetvalueinthecaseofozone).

Theuncertaintyformodellingisdefinedasthemaximumdeviationofthemeasuredandcalculatedconcentrationlevelsfor90%ofindividualmonitoringpoints,overtheperiodconsidered,bythelimitvalue(ortargetvalueinthecaseofozone),withouttakingintoaccountthetimingoftheevents.Theuncertaintyformodellingshallbeinterpretedasbeingapplicableintheregionoftheappropriatelimitvalue(ortargetvalueinthecaseofozone).Thefixedmeasurementsthathavetobeselectedforcomparisonwithmodellingresultsshallberepresentativeofthescalecoveredbythemodel.

thepopulationpotentiallyexposedtolevelsinexcessofanylimitvalueforprotectionofhumanhealth.

C.Qualityassuranceforambientairqualityassessment:datavalidation

1.ToensureaccuracyofmeasurementsandcompliancewiththedataqualityobjectiveslaiddowninSectionA,theappropriatecompetentauthoritiesandbodiesdesignatedpursuanttoArticle3shallensurethefollowing:—

thatallmeasurementsundertakeninrelationtotheassessmentofambientairqualitypursuanttoArticles6and9aretraceableinaccordancewiththerequirementssetoutinSection5.6.2.2oftheISO/IEC17025:2005,thatinstitutionsoperatingnetworksandindividualstationshaveanestablishedqualityassuranceandqualitycontrolsystemwhichprovidesforregularmaintenancetoassuretheaccuracyofmeasuringdevices,thataqualityassurance/qualitycontrolprocessisestablishedfortheprocessofdatacollectionandreportingandthatinstitutionsappointedforthistaskactivelyparticipateintherelatedCommunity-widequalityassur-anceprogrammes,

thatthenationallaboratories,whenappointedbytheappropriatecompetentauthorityorbodydesignatedpur-suanttoArticle3,thataretakingpartinCommunity-wideintercomparisonscoveringpollutantsregulatedinthisDirective,areaccreditedaccordingtoEN/ISO17025by2010forthereferencemethodsreferredtoinAnnexVI.TheselaboratoriesshallbeinvolvedinthecoordinationonMemberStatesterritoryoftheCommu-nitywidequalityassuranceprogrammestobeorganisedbytheCommissionandshallalsocoordinate,onthenationallevel,theappropriaterealisationofreferencemethodsandthedemonstrationofequivalenceofnon-referencemethods.
