摘 要

行政监督一直以来都是学者们的重大研究课题，一个国家如果没有权利的制约那么它的社会将是无序的、混乱的。作为社会主义国家的中国，行政监督机制与国外相比存在着许多新特点，党内监督和政协监督就是其中比较突出的。这些新特点的存在对我国的行政监督机制的提出了许多新问题、新挑战，比如如何提高党内监督的效果、如何提高人民群众的监督热情和维权意识、如何健全社会主义行政监督法律建设，这都是我们面临和亟待解决的问题。

文章中针对行政监督的产生、作用、现状以及存在的问题，结合案例进行了全方位的介绍和分析，并针对我国行政监督制度所存在的问题给出了具体的对策，特别是文中提出的关于提高行政监督机关的独立性、把好公务员进入口关和出口关、逐步开放新闻播报自主权等都是根据新形势下的社会经济特点总结出来的对策，希望对于健全我国行政监督机制、提升行政监督效果起到一定的积极作用。

不过由于本人知识所限，对政府机关具体运作也缺乏全面深入的研究和了解，文中关于责任问责制、审计检查、行政复议等内容没有进行具体的阐述和介绍，这将是我以后需要去学习和提升的地方。

Abstract

Administrative supervision is always the major subjects of the scholars, if a country has no right restriction, it would be in disorder and chaotic. China, as a socialist county, compared with some foreign countries, its administrative supervision mechanism has many new features. And among them, inner party supervision and Political Consultative Conference supervision are the most outstanding ones. The existence of these new features has put forward many new problems and challenges to Chinese administrative supervision mechanism, such as how to improve the effect of inner party supervision, how to improve people's supervision enthusiasm and rights protection consciousness, and how to perfect the legal construction of socialist administrative supervision. All these are problems ought to be solved immediately.

The article presents the production, role, status and problems of administrative supervision, combined with a full range of case studies presented and analyzed. And I put forward specific countermeasures to the problems of system of administrative supervision, particularly on the problems proposed in the text, such as the improvement of the independence of administrative supervision mechanism, the reasonable command of the civil servants’ serve the people, and gradually opening the autonomy of the news broadcast. All these are put forward under the new situation of the social economic characteristics. I hope these will play a positive role in the perfection of Chinese administrative supervision mechanism, and the enhancement of administrative supervision.

However, because of my limited knowledge, I don’t have an all-sided and in-depth knowledge of the actual operation of government agencies. And there is no specific elaboration and introduction on the responsibility of accountability, audit inspection, the administrative review and so on. I will learn and improve my knowledge of these subjects in the future.
