内容摘要

近年来，随着我国经济社会的发展，城市范围的扩大和人民生活水平

的提高，特别是私家车逐渐走入普通百姓的家庭，城市交通拥堵的现象在许多大中城市相当普遍。大力发展公共交通，切实解决公共交通拥堵问题，成为一个不容回避的重大问题。

2005年国务院办公厅转发的《关于优先发展城市公共交通的意见》以及2006年建设部等4 部委发布的《关于优先发展城市公共交通若干经济政策的意见》等文件进一步明确了优先发展公共交通的重大意义。目前，城市公交发展滞后已经成为了很严峻的问题，它导致了交通拥堵、环境恶化、资源的浪费，因此公交优先已经成为了重要的民生问题。公交优先实质是老百姓优先，民生优先。要切实解决我国的交通问题，就要知道公交优先，了解公交优先，合理实施公交优先的发展战略。 第一部分，主要是在了解了公交优先发展战略含义的基础上探讨公交优先发展战略的需求，从市场经济，社会秩序，能源问题，土地利用四个方面进行分析。

第二部分，通过北京、上海、哈尔滨、昆明、无锡这五个城市公交优先发展战略的实施情况，总结出我国大部分城市“公交优先”实施的现

状。在实施的过程中，有优点也有缺点，但本文主要指出不足的地方从而引出后面的解决措施。

第三部分，是陈述公交优先发展战略的国际经验，其中包括巴黎、库里蒂巴市、新加坡、苏黎世市和弗赖堡市在这方面有效的经验。这四个城市主要有效的措施是公交专用道设置、公交干线和支线的连接、中心城周边交通设施的建设以及公交系统的财政支持。

第四部分，主要是阐述公交优先发展战略的未来趋势。一方面是“公交优先”未来的发展方向，另一方面是就这个发展方向我们应该采取哪些措施。无论是方向还是措施都主要围绕着三大点来阐明，分别是技术化、规范化以及可持续发展。

积极提倡公交优先，有利于优化我国城市交通结构、降低城市运作成本，有利于促进各类生产要素加快流动、增强经济运行活力，对于推动我国经济社会又好又快发展具有重要意义。坚持公交优先是贯彻落实科学发展观的具体体现。以人为本是科学发展观的核心理念，公交优先充分体现了以人为本，是一项惠及广大人民群众的民心工程。积极倡导公交优先，为市民提供安全、方便、快捷、经济的出行服务，反映的是以人为本的执政理念和管理思路，是贯彻落实科学发展观的具体体现，对于保障广大人民群众特别是低收入群体出行移动的基本权利，化解因交通压力和交通资源分配不均等而产生的社会矛盾，促进和谐建社会具

有重要意义。坚持公交优先是推动经济社会又好又快发展的客观需要。城市公共交通是城市交通的大动脉。

Abstract

In recent years，as China\'s economic and social development，the city of the expansion of scope and the improvement of people＇s living standard, especially private cars come into the common people of the family，the phenomenon of urban traffic congestion in many cities are quite popular．Vigorously develop public transportation and solve the public traffic jams， become an assignable significant problems．

In 2005, the state council on forwarding ＂about priority development of urban public transportation opinion＂in 2006 and issued by the ministry of construction on four ministries the city public traffic several economic policy opinionand so on the file further clarify the priority to the development of the significance of the public transportation．At present，the lagging development of city bus has become a serious problem，which leads to the traffic congestion，environmental degradation, waste of resources，so the public transportation has become the important problem of people＇s livelihood．Bus priority essence is the common people first，the people\'s livelihood is preferred．To solve the traffic problem in China，shall know that bus priority, understand the public transportation，reasonable implementation of bus priority development strategy．

The first part，mainly in the understanding of the bus priority development strategy based on the meaning of the discussion of the

development strategy of the bus priority needs，from market economy，social order， energy，land use four aspects are analyzed.

The second part，through the Beijing，Shanghai，Harbin，these five city public transportation development situation of the implementation of the strategy，summed up most of our cities ＂bus priority＂of the implementation of the present situation．In the implementation process，have a little also have faults，but this paper mainly points out the insufficient place then drew back measures．
