前 言
中央出台八项规定以来,中央、省、市、区及各级有关部门陆续出台了一系列改进工作作风、加强党风廉政建设的制度规定。全区广大党员干部勤政廉政的忧患意识、风险意识、责任意识进一步增强,学习中央八项规定精神和党纪条规的愿望尤为迫切。但由于有些方面缺乏具体的规定和标准,一些党员干部在对落实中央八项规定精神上存在一些困惑,影响了工作积极性。为进一步引导全区广大党员干部谨慎用权、秉公用权、规范用权,熟练掌握中央八项规定精神的各项政策要求,我们精心编辑了《落实中央八项规定精神政策规定解答》一书。
本书采用一问一答的形式,共收录了18个方面100个重点问题的解答,其主要根据中央、省、市、区的有关文件和制度规定,部分内容参照省、市、区目前通行的做法与标准,经过区有关职能部门集体研究确定。本书作为我区内部试行资料,供全区广大党员干部在工作中把握执行,不得擅自上网传阅,要严格遵守保密规定。今后,如上级出台新的制度及标准,按新的制度及标准贯彻执行。
由于编制水平有限和时间仓促,书中难免有疏漏之处,敬请大家批评指正。

公务接待
1.党政机关什么情况下可以公务接待?
答:根据《湖北省党政机关国内公务接待管理办法》(鄂办发〔2014〕1号),对有公函的公务活动,确因工作需要,接待单位可以安排工作餐一次。
2.公务接待就餐的场所有何规定?
答:所有公务接待工作餐一律安排在单位内部食堂,单位内部无食堂的可安排在区党校食堂或区机关食堂,也可在定点饭店安排,执行协议价格。
3.公务接待的就餐标准是多少?
答:参照省、市公务接待目前把握的标准,区四大家公务接待工作餐标准为早餐30元/人,中、晚餐分别为80元/人;区各部门、各单位公务接待工作餐标准为早餐30元/人,中、晚餐分别为70元/人。
4.公务接待就餐的审批及报销程序是怎样的? 答:公务接待就餐审批及报销程序如下: (1)派出单位提供公函及相关资料;
(2)接待单位安排公务接待就餐前,应填写公务接待事前审批单及接待方案,连同派出单位公函一并报单位相关

负责人审批,审批单内容包括填报单位、承办部门及承办人、派出单位名称、接待事由、就餐安排和经费预算等;
(3)就餐结束后,接待单位应填写公务接待清单,并由相关负责人审批。接待清单内容包括接待对象的单位、姓名、职务和就餐时间、场所、费用等;
(4)公务接待报销实行一事一结,接待费报销凭证应包括财务票据(含消费票据、消费明细清单)、派出单位公函、公务接待事前审批单和公务接待清单等。
5.同城是否可以接待?
答:《中共湖北省关于加强换届后领导班子和领导干部作风建设的意见》第十五条规定:“严禁同城吃请,各部门、单位之间不得用公款宴请。”同城之间,原则上不安排接待就餐。确因工作原因造成部分远城区单位的人员或其他相关人员误餐的,按40元/人·次的标准在单位内部食堂或定点饭店安排自助餐或桌餐。
6.陪餐人数有何规定?
答:接待对象在10人以内的,陪餐人数不得超过3人;超过10人的,不得超过接待对象人数的三分之一。
7.公务接待饮酒方面有什么规定?
答:《中共湖北省委关于加强换届后领导班子和领导干

部作风建设的意见》规定,各级领导干部除外事和对外商务活动外,工作日午餐一律不准饮酒。公务接待晚餐可视情况适量饮酒,不得饮高档酒(单瓶价格超过300元的),酒水类消费列入以上就餐标准之内,提倡不饮酒。
