南乐县高标准农田建设可行性研究报告

摘要

高标准农田建设项目区位于河南省濮阳市南乐县,涉及10个行政村,6885户家庭,总计30701人。灌区设计灌溉面积30000亩,种植作物以小麦和玉米为主。灌区内灌溉由承压系统供水,自流灌溉是灌区最主要的灌溉方法,工程建设标准按75%保证率设计。

该地区属于半干旱地区,地下水是当地居民生活和灌溉用水的主要来源。根据项目区已有水文气象资料及工程概况,对其进行水资源评价及供需平衡分析,并对不同灌溉计划方案进行对比分析,最终确定采用井灌为主,引黄补源的灌溉方案。通过相关水利和电力计算,对原有水利工程实施工程改造,对新建水利设施进行总体规划和设计,提高灌区内的水利管理和现代化。最后,根据设计方案进行投资估算和资金筹措,对今后灌区内灌溉运行开展系统性评价,确保经济效益、社会效益和生态效益的实现。

The feasibility study report of high-standard farmland

construction in NanLeXian

Abstract

The region of high standard farmland construction project is located in puyang city in Henan province NanLeXian, involving 10 administrative villages, 6885 households, totaling 30701 people. Design of irrigation area in this Irrigation district is 30000 mu, planting crops mainly are wheat and corn. Irrigation is demand from a pressurized system, and irrigation method of gravity irrigation is the most popular application method, the engineering construction standard is 75% for reliability design.

The region belong to semiarid areas, and residents rely on groundwater for both domestic and irrigation supply. According to the meteorological and hydrological data and engineering general situation, water resources evaluation and analysis of supply and demand balance should be done in the project area, comparing performance among different irrigation schemes, finally determined by well irrigation is given priority to Yellow River source of irrigation schemes. Through the relevant water conservancy and electric power calculation, engineering implementation of the original water conservancy projects and overall planning and design of building water conservancy facilities should be done, improving the water management and modernization of the irrigation schemes. Finally, according to the design scheme for investment estimation and fund-raising, conducting a comprehensive assessment of the irrigation performance of an area, ensure the realization of the economic, social and ecological benefits.
