1 前言
随着全球工业化进程的加快,能源已成为制约各国可持续发展的主要和关键因素,纵观世界发达工业国家数百年来的发展历史,煤、石油、天然气等不可再生资源无时无刻不影响着其经济形势和政治格局的变化,近十多年来尤其为甚。全球人口的不断增加,加剧了原生资源的消耗和环境的恶化,能源供应日趋紧张。而太阳能“取之不尽、用之不竭”,全球年能量消耗的总和只相当于太阳40分钟内投射到地球表面的能量,加上绿色无污染、生产技术成熟、材料来源广泛被认为是二十一世纪的最重要的支柱型可再生能源。2008年7月在日本召开的八国首脑世界峰会上,可再生能源又一次成为主要议题之一,而太阳能被各国首脑确定为排名第一的可再生能源。因此,走可持续发展道路已成为各国共同的长期发展战略,发展新能源尤其是可再生能源已成为一项紧迫的战略性任务。
太阳能发电有其他能源无法比拟的优势,太阳能光伏为太阳光能转化为电能的一系列过程,它包括光伏材料、光伏电池、光伏组件、光伏设备及光伏应用系统等,而太阳能电池制造是整个产业链的关键及核心环节,晶体硅太阳能电池是一种将光能直接转换成电能的半导体器件。由于晶体硅太阳能电池所占比例目前超过了太阳能电池总产量的90%,因此一般所称的太阳能电池即指晶体硅太阳能电池。
湖南红太阳新能源科技有限公司是由中国电子集团第四十八研究所投资控股,是集太阳能光电研发、生产和销售为一体的光伏企业。公司在湖南省、长沙市和长沙市天心区各级政府的支持下,于2008年底开始,利用四十八研究所生产区空余场地和新征土地,并先后改建和新建了产能各为100MW的3座太阳能光伏组件封装生产厂房(一厂、二厂、四厂)及配套工程,其中一厂为新建,于2009年6月投产运行;二厂为改建,于2011年12月投产运行;四厂为新建,于2012年7月投产运行。
3×100MW太阳能光伏组件封装生产建设项目于2013年8月由长沙市环境科学研究所完成了建设项目环境影响报告表,并通过了长沙市环境保护局审批。2013年底至2014年初,公司对光伏组件封装生产车间进行了调整,组件二厂因
