engaged for more than three minutes on average.

The amount spent on interactive advertising on television is still small. Magna, an advertising agency, calculates it will be worth about $138 million this year. That falls far short of the billions of dollars people once expected it to generate. But DirecTV, Comcast and Time Warner Cable have all invested in it. A new effort led by Canoe Ventures aims to make interactive advertising available across America later this year. BrightLine iTV, which designs and sells interactive ads, says interest has shot up: it expects its profits almost to triple this year. BSkyB, Britain’s biggest satellite-television service, already provides 9 million customers with interactive ads.

Yet there are doubts whether people watching television, a “lean back” medium, welcome interaction. Click-through rates have been high so far(around 3-4%, compared with less than 0.3% online), but that may be a result of the novelty. Interactive ads and viewers might not go well together.

61. What does Colin Dixon mean by saying “It’s been the year of interactive television advertising for the last ten or twelve years”(Para.1)?

A.Interactive television advertising will become popular in 10-12 years.

B.Interactive television advertising has been under debate for the last decade or so.

C.Interactive television advertising is successful when incorporated into situation comedies. D.Interactive television advertising has not achieved the anticipated results.

62. What is the public’s response to Cablevision’s planned interactive TV advertising program? A.Pretty positive. B.Totally indifferent. C.Somewhat doubtful. D.Rather critical.

63. What is the impact of the wide use of digital video recorders on TV advertising? A.It has made TV advertising easily accessible to viewers. B.It helps advertisers to measure the click-through rates. C.It has placed TV advertising at a great disadvantage. D.It enables viewers to check the sales items with ease. 64. What do we learn about Unilever’s interactive campaign? A.It proves the advantage of TV advertising. B.It has done well in engaging the viewers. C.It helps attract investments in the company. D.it has boosted the TV advertising industry.

65. How does the author view the current high click-through rates? A.They may be due to the novel way of advertising. B.They indicate the popularity of interactive advertising. C.They point to the growing curiosity of TV viewers. D.They indicate the future direction of media reform.

What can be done about mass unemployment? All the wise heads agree: there’re no quick or

easy answers. There’s work to be done, but workers aren’t ready to do it—they’re in the wrong places, or they have the wrong skills. Our problems are “structural,” and will take many years to solve.

But don’t bother asking for evidence that justifies this pessimistic view. There isn’t any. On the contrary, all the facts suggest that high unemployment in America is the result of inadequate demand. Saying that there’re no easy answers sounds wise. But it’s actually foolish: our unemployment crisis

- 6 -

could be cured very quickly if we had the intellectual clarity and political will to act. In other words, structural unemployment is a fake problem, which mainly serves as an excuse for not pursing real solutions.

The fact is job openings have decreased sharply in every major sector, while the number of workers forced into part-time employment in almost all industries has soared. Unemployment has surged in every major occupational category. Only three states with a combined population not much larger than that of Brooklyn, have unemployment rates below 5%. So the evidence contradicts the claim that we’re mainly suffering from structural unemployment. Why, then, has this claim become so popular?

Part of the answer is that this is what always happens during periods of high unemployment—in part because experts and analysts believe that declaring the problem deeply rooted, with no easy answers, makes them sound serious.

I’ve been looking at what so-called experts were saying about unemployment during the Great Depression; it was almost identical to what Very Serious People are saying now. Unemployment cannot be brought down rapidly, declared one 1935 analysis, because the workforce is“unadaptable and untrained. It cannot respond to the opportunities which industry may offer.”A few years later, a large defense buildup finally provided an economic stimulus(刺激物) adequate to the economy’s needs—and suddenly industry was eager to employ those“unadaptable and untrained”workers.

But now, as then, powerful forces are ideologically (意识形态上) opposed to the whole idea of government action on a sufficient scale to jump-start the economy. And that, fundamentally, is why claims that we face huge structural problems have been multiplying: they offer a reason to do nothing about the mass unemployment that is crippling our economy and our society.

So what you need to know is that there’s not any evidence to back these claims. We aren’t suffering from a shortage of needed skills. We’re suffering from a lack of policy resolve. As I said, structural unemployment isn’t a real problem, it’s an excuse—a reason not to act on America’s problems at a time when action is desperately needed.

66. What does the author think is the root cause of mass unemployment in America? A.Corporate mismanagement. B.Insufficient demand. C.Technological advances. D.Workers’ slow adaptation.

67. What does the author think of the experts’ claim concerning unemployment? A.Self-evident.

B.Thought-provoking. C.Reasonable. D.Groundless.

68. What does the author say helped bring down unemployment during the Great Depression? A.The booming defense industry. B.The wise heads’ benefit package. C.Nationwide training of workers. D.Thorough restructuring of industries.

69. What has caused claims of huge structural problems to multiply? A.Powerful opposition to government’s stimulus efforts. B.Very Serious People’s attempt to cripple the economy. C.Evidence gathered from many sectors of the industries. D.Economists’ failure to detect the problems in time.

- 7 -

70. What is the author’s purpose in writing the passage?

A.To confirm the experts’ analysis of America’s problems. B.To offer a practical solution to the structural unemployment. C.To show the urgent need for the government to take action.

D.To alert American workers to the urgency for adaptation.

第II卷 (非选择题,共35分)

第一节 任务型阅读(共10小题;每小题1分,满分10分)

请认真阅读下列短文,并根据所读内容在文章后表格中的空格里填入一个最恰当的单词。(每空1词)

The Hong Kong government is set to revise its immigration policy with the aim of making it easier for mainland and overseas talents to live and work in the city. This is a welcome step because it will remove what is widely seen as a major hurdle to Hong Kong’s efforts to attract qualified immigrants to help its development.

To sustain the growth of the services sector, which accounts for nearly 80 percent of Hong Kong’s GDP, it is necessary to continuously expand the pool of talents in various fields. Efforts to attract mainland and overseas talents to Hong Kong are taking on special urgency not only because of fierce competition from other cities, particularly Singapore, but also the rapidly aging population resulting from years of low or negative birthrates.

Hong Kong enjoys certain distinct advantages over many Asian cities in the competition for talents. Beyond its strong economy, strengthened by a free market environment, Hong Kong has a combination of some of the most distinctive elements of Chinese and Western cultures. Hong Kong is as exciting as many other Asian boomtowns, and yet it is no less efficient than a typical European city with a much smaller population. Housing costs are high, but no higher than those in other financial centers. For international banks and multinational corporations, housing costs are a concern only when the opportunity to make money begins to dry up. And this situation is not happening in Hong Kong as the local economy, riding the boom on the mainland, is rapidly expanding.

It is within this context that the government takes the lead to revise its immigration policy, which calls for, among other things, the establishment of a one-stop service center to process all applications under various migrant schemes. This means that an applicant will in future need to submit only one form for processing. Other changes to the policy include the removing of the age restrictions and lowering of experience requirements. Under the present scoring system used to assess applicants, those who are older than 50 and those with less than five years of work experience win no points in their respective categories. The details of the proposed changes have not been announced. But according to a government official quoted by the local press, the aim is to appeal to more qualified applicants. 阅读下面短文,按要求用英语写一篇150词左右的短文,向《21世纪报》中学生版投稿。

Florence Chadwick was born in California in 1918. She grew up on the beach and began competing as a swimmer at the age of six, when her uncle entered her in a race. For the next 19 years, she continued as a competitive swimmer.

On July 4, 1952, at the age of 34, Chadwick attempted to become the first woman to swim 21 miles across the Catalina Channel, from a port on the California coast. That day the ocean was ice cold, the fog was so thick that she could hardly see the support boats that followed her, and sharks swam around her. Several times, her support crew used guns to drive away the sharks. While Americans watched on televisions, her mother and her trainer, who were in one of the support boats, encouraged her to keep going. However, after 15 hours and 55 minutes, with only a half mile to go, she felt that she couldn’t go on, and begged to be taken out of the water.

Later, Chadwick told a reporter, “Look, I’m not excusing myself, but if I had seen land I know, I could have made it.” The fog had made her unable to see her swimming goal, and it made her feel she was getting nowhere. Two months later, she tried again. Although the fog was still heavy, yet this time she made it with the goal rooted in her mind. She knew behind the fog was the land she pursued.

六、 书面表达:

Goal and Success

An American woman swimmer Chadwick succeeded in crossing the Catalina Channel after

failing in her first attempt. It was a goal in her mind that enabled her to make it. (30词)

Chadwick failed in her first attempt because she couldn’t see the “land” (goal) due to the “fog” (difficulty). But later, she succeeded because she had “the goal rooted in her mind” despite the heavy “fog”.

From the story, we know we should understand the relation between the goal and the difficulty. The goal can encourage us to work hard to achieve success while the difficulty may prevent us from reaching our goal. However, we can achieve our goal by overcoming any possible difficulties.

As students, we may meet with many difficulties in our study, but we can surely overcome them if we have a clear goal. I wish all of us could break through the “fog” to reach the beautiful “land”. (121词)

Goal and Success

An American woman swimmer Chadwick succeeded in crossing the Catalina Channel after failing in her first attempt. It was a goal in her mind that enabled her to make it. (30词)

Chadwick failed in her first attempt because she couldn’t see the “land” (goal). But later, with the goal rooted in her mind, she had firm belief and finally succeeded.

This story sets us thinking a lot. A clear goal is a must on the way to success. If we work very hard but with no goal in mind, we will have slight chances of succeeding in the end.

How can we achieve our goal? Firstly, we should make a practical plan, which is the first step towards success. Secondly, we should take firm measures to ensure that the plan is carried out. Thirdly, under no circumstances should we give up. Only in this way can we reach the beautiful “land”. (120词)
