mean to do sth.To intend to do sth. e.g. Do you think she meant to say 9 a.m. instead of 9 p.m.? I’ve been writing the wrong name, when I didn’t mean to. Cf. be meant to do e.g. The diagram is meant to show

the different stages of the process. e.g. I thought the police were meant to protect people. (should do sth.)
